Reloaded a saved game and forgot to go back to witch in Cornith to activate quest.

Did the Orc tower completely.

Garn now "says thanks never forget you". But the quest has not cleared. Am I missing something or did I break it. I did go back to Witch after the fact but no luck.

Which quest did not finish? Have you freed the villagers (they were not in the Orc Fortress, they are somewhere else).
