Multi targets in Spell

I'm working on creating some new spells to the game. I'm not understanding how Multiple targets are defined within the editor :
For example , Tornado blast is supposed to do 17d6 damage in an area except the target creature which supposed to take 25d6 damage (as well as apply prone).
In the editor the spell have two conditions : 1. is damage 17d6 and the prone . How is the single target 25d6 applied ?

From memory, I think that this setting is hard-coded because few spells work like that. Cheers 8-)
